This paper considers the issue of fear in the field of international relations studies. Fear is a typical condition of international relations because of the anarchical nature of the international political system characterized by a common threat perception among states. Since the very beginning of international political thought the notion of fear has been given great consideration due to its correlation with conflict which is the main object of international relations. The paper argues that in order to better understand what (...) fear and perception in international relations is about is necessary to undertake the notion of political identity. In that sense we propose a would be political identity account of state that might share light on the perception of fear. We claim that the perception of fear depends on the type of identity of a given state. Hence we discuss three type of state political identity: weak-tribal, medium-ideological, strong-pluralistic. Dopo un esame del contesto politico nel quale si colloca l'opera di Pietro, cioè le vicende che seguirono al conflitto tra Bonifacio VIII e Filippo il Bello, l'A. esamina il trattato De potestate papae valutando i temi principali che vi sono affrontati: i beni della Chiesa, il potere papale, il rapporto fra potere spirituale e temporale ed il rapporto del papato con il regno di Francia e l'Impero. Le fonti che maggiormente orientano il trattato sono le Bolle di Bonifacio (...) VIII Unam Sanctam e Ausculta, fili e il De ecclesiastica potestate di Egidio Romano. La posizione di Pietro non è completamente conforme all'ideale teocratico: essa si avvicina piuttosto, sottolinea l'A., al pensiero di Giovanni da Parigi nel tentativo di mitigare le istanze teocratiche e riconoscere una certa autonomia al potere temporale. An outdated geography supplies the bond among the thirty‐one articles in Sur les traces des Cassini. In the seventeenth century, when the Italians Gian Domenico Cassini and his nephew Giacomo Filippo Maraldi were born in Perinaldo, north of Genoa, their birthplace belonged to the County of Nice. Hence the rationale of building a set of papers on astronomy in the south of France around Cassini I and his family, which for four generations ran the Royal Observatory in Paris.Over (...) half the articles concern the Cassinis, mostly Cassini I and his great‐great‐grandson and namesake Cassini IV. There was also a Cassini V, Henri de Cassini, who countered the family genius and stamina by preferring botany and dying early, of the same outbreak of cholera that took the life of Sadi Carnot, without having created Cassini VI. He had already entered the Academy of Sciences with a push from his father. “I dare to beg of you [Cassini IV wrote to his fellow academician A. M. Ampère] to consider whether this unique situation in the history of letters, [a family's] devotion to the sciences for five successive generations and 170 years, ought not add some weight to the scientific credentials of my son.” It is hard to refuse the children of important alumni.The portion of Traces dealing more directly with astronomy in the south of France gets off to a distant start. Pytheas of Marseilles, who lived about 350 b.c., sailed to the Orkneys and the Baltic and earned himself the reputation of a liar back home for his stories of midnight suns and frozen lakes. He measured the latitude of Marseilles, the obliquity of the ecliptic, and the size of the earth. Ptolemy praised him. Strabo did not: “Pytheas lied about everything and covered it up with his knowledge of astronomy and numbers.”No traces worth following up were laid down for just under two thousand years. Then, in 1580, Nicolas Fabri de Peiresc first saw the light of day. He lived in Italy for four years as a very young man, deepening his knowledge of astronomy and human nature and meeting the main future actors in the Galileo affair: Galileo himself, Bellarmine, and Matteo Barberini . At his center in Aix‐la‐Provence, Peiresc made many useful astronomical observations, some in collaboration with Pierre Gassendi. He died in harness, worrying about the change of the obliquity since the days of Pytheas.There follow articles on Provençal astronomers who determined longitude and latitude at sea, on neglected observers in Languedoc who assisted the cause of the Enlightenment, and on modern observatories in the south of France. The political circumstances after the defeat of 1870–1871 favored decentralization of astronomy away from the Paris Observatory. In Italy, too, recent political events—the unification of 1870—made a restructuring of astronomical institutions desirable and possible. But whereas France had too few observatories, Italy had too many. Georges Rayet and Pietro Tacchini, both astrophysicists, compared the circumstances in their countries and made mutually reinforcing proposals to their colleagues and governments. Their respective proposals, most of which were enacted, called for reassigning some Italian observatories to meteorological work, building new observatories in Besançon, Bordeaux, and Lyon, and refurbishing older ones at Marseilles and Toulouse. Once again, as in the days of Cassini I, Italy made a decisive contribution to the practice of astronomy in France.Sur les traces des Cassini mixes slight and weighty work, admits antiquarian and broader approaches, offers new documentation, displays pertinent illustrations, and does it all at a high level of scholarship. We show in rather informal terms how witness sets can be useful in both explicating some basic intuitions about scope and understanding how particular denotational semantic differences between noun phrases affect their abilities to bear out certain scopal patterns. More generally we suggest that the usual notion of scope needs to be factored into variation distributivity and maximality. This part lays some groundwork for several of the subsequent chapters and is thus of interest to all readers. The second part shows (...) that already in this initial raw form the above insights can be applied to make a novel claim concerning the availability of so-called branching readings. In logical terms a branching reading can be defined for any sentence with a subject and a direct object. However speakers of English accept only a fraction of these readings, so the question arises how the data can be predicted from the meanings of the participating quantifiers and the syntactic structure of the sentence. We propose that thinking about the behavior of quantifiers along the lines introduced in the first part leads to a simple answer to this question. (shrink)

It has been observed that whereas painters and musicians are likely to be embarrassed by references to the beauty in their work, mathematicians instead like to engage in discussions of the beauty of mathematics. Professional artists are more likely to stress the technical rather than the aesthetic aspects of their work. Mathematicians, instead, are fond of passing judgment on the beauty of their favored pieces of mathematics. Even a cursory observation shows that the characteristics of mathematical beauty are at variance (...) with those of artistic beauty. For example, courses in art appreciation are fairly common; it is however unthinkable to find any mathematical beauty appreciation courses taught anywhere. The purpose of the present paper is to try to uncover the sense of the term beauty as it is currently used by mathematicians. (shrink)

A series of recent experimental studies have cast doubt on the existence of a traditional tension that aestheticians have noted in our aesthetic judgments and practices, viz. the problem of taste. The existence of the problem has been acknowledged since Hume and Kant, though not enough has been done to analyse it in depth. In this paper, we remedy this by proposing six possible conceptualizations of it. Drawing on our analysis of the problem of taste, we argue that the experimental (...) results in question are not a real challenge to its existence. We provide a framework for understanding agnosticism. The framework accounts for the varieties of agnosticism while vindicating the unity of the phenomenon. This combination of unity and plurality is achieved by taking the varieties of agnosticism to be represented by several agnostic stances, all of which share a common core provided by what we call the minimal agnostic attitude. We illustrate the fruitfulness of the framework by showing how it can be applied to several philosophical debates. We hypothesize that heritable epigenetic changes can affect rates of fitness increase as well as patterns of genotypic and phenotypic change during adaptation. In particular, we suggest that when natural selection acts on pure epigenetic variation in addition to genetic variation, populations adapt faster, and adaptive phenotypes can arise before any genetic changes. This may make it difficult to reconcile the timing of adaptive events detected using conventional population genetics tools based on DNA sequence data with environmental drivers of adaptation, (...) such as changes in climate. Epigenetic modifications are frequently associated with somatic cell differentiation, but recently epigenetic changes have been found that can be transmitted over many generations. Here, we show how the interplay of these heritable epigenetic changes with genetic changes can affect adaptive evolution, and how epigenetic changes affect the signature of selection in the genetic record. We shall argue that the attempt carried out by certain philosophers in this century to parrot the language, the method, and the results of mathematics has harmed philosophy. Such an attempt results from a misunderstanding of both mathematics and philosophy, and has harmed both subjects.

Does adherence to the principles of logic commit us to a particular way of viewing the world? Or are there ways of being – ways of behaving in the world, including ways of thinking, feeling, and speaking – that ground the normative constraints that logic imposes? Does the fact that assertions, the traditional elements of logic, are typically made about beings present a problem for metaphysical prospects of making assertions meaningfully about being? Does thinking about being accordingly require revising or (...) restricting logic's reach – and, if so, how is this possible? Or is there something precious about the very idea of thinking the limits of thinking? Contemporary scholars have become increasing sensitive to how Heidegger, much like Wittgenstein, instructively poses such questions. PurposeInternational organizations are working on an unprecedented number of development initiatives relevant to people with disabilities. This makes it essential for the global disability community to be able to participate effectively in the decision-making processes associated with these programs. In light of this, this study aims to explore whether information technologies can help create a more inclusive global governance, forming the basis for equitable development for people with disabilities.Design/methodology/approachThe results of a global survey of disabled people’s organizations’ leaders are discussed. This asked disability rights advocates about their experiences with accessibility and barriers to effective participation, low-cost accessible technological solutions for remote participation and freely available “off-the-shelf” online technologies – in particular social media platforms – to bridge the gap between the disability community and global governance processes.FindingsAlthough only a small number of international conferences offer accessible virtual participation through web conferencing and other tools, responses from DPO advocates suggest that there is a strong demand for this technology and provide evidence of its potential for improving accessibility in global governance. Furthermore, disability organizations all over the world have embraced social media platforms to liaise with their grassroots and enable them to part-take in policy-making processes.Originality/valueThis study highlights community-backed technological solutions to persisting barriers that systematically exclude people with disabilities from fundamental global governance processes, illuminating the nexus of disability, accessibility, and participation. The last quarter of a century has featured a surge in interest and studies on the commons, spearheaded, of course, by the efforts of Elinor Ostrom. These efforts have problematized the once well-established paradigm of the tragedy of the commons most clearly described by Garrett Hardin in 1968. One could say that the commons, thus, have become a fundamental field of study in most social sciences. This is not the case in the field of legal scholarship, which leads me to (...) the overarching issue of this essay, namely the difficult relationship between jurists and the commons. The phrase?difficult relationship? does not refer to an explicit antagonism, but to something even worse: complete indifference and a scandalous lack of knowledge. While my main purpose is to try to explain this sorry state of affairs, I also hope to make a more general point on the nature of law and legal change. In this sense, the commons can be considered a case-study in legal theory. The main issue of this paper is to tackle following sub-questions. What is the status of commons in the Western European legal discourse? Why do most legal scholars pay such a poor attention to the growing literature on the commons in other disciplines? What factors contribute to this peculiar case of cultural deafness? What promise of improvement does the future hold? nema. (shrink)

Professor Orsini’s book enters the controversy that has marked the changing response to Coleridge’s work during the past forty years, stimulated recently by the accessibility of Coleridge manuscripts and by the publication of hitherto unpublished works. Professor Orsini himself contributes to our new knowl­edge by publishing here for the first time texts from the note­books. His book is of importance and interest because it examines problems which are rooted in world-wide intellectual developments of recent times. Counterposing his argument against the (...) theory that Col­eridge had anticipated Kant and Schelling, Professor Orsini marshalls impressive evidence that shows that Coleridge was familiar with the works of the German idealists and that they greatly influenced his thinking, to the extent that he was for a time an expounder of transcendental idealism, and should be credited with bringing it to England. Professor Orsini’s new findings will lead inevitably to reassessment of Coleridge’s status as a philosopher, though he insists that his report is an interim one, that a final estimate must wait until all Coleridge’s writings have been published and assessed. Since the publication of Truth, Paul Horwich’s ‘Minimalism’ has become the paradigm of what goes under the label ‘the deflationary conception of truth’. Despite the many theoretical virtues of Horwich’s minimalism, it is usually contended that it cannot fully account for the normative role that truth plays in enquiry. As I see it, this concern amounts to several challenges. One such challenge—call it the axiological challenge—is about whether deflationists have the theoretical resources to explain the value of truth. Some philosophers (...) have argued that they do not. The thought is that by being valuable in the way it is, truth plays a non-trivial explanatory role with respect to core phenomena of enquiry. In order to account for this aspect of truth, the challenge goes, we need to inflate truth’s nature to an extent incompatible with core tenets of the minimalist conception. In this paper, I first provide some clarifications of what we mean exactly when we say that truth is valuable. By borrowing important distinction from the current debate in axiology, I elaborate a framework within which to conduct investigations into the value of truth. With reference to Horwich’s discussion of the issue, I then discuss the link between questions concerning the explanatory role of truth and the issue of its metaphysical inflation. I conclude by briefly exploring a few strategies on behalf of minimalists to address the axiological challenge. (shrink)

Some of the foundations of Heyes’ radical reasoning seem to be based on a fractional selection of available evidence. Using an ethological perspective, we argue against Heyes’ rapid dismissal of innate cognitive instincts. Heyes’ use of fMRI studies of literacy to claim that culture assembles pieces of mental technology seems an example of incorrect reverse inferences and overlap theories pervasive in cognitive neuroscience.
